Configuring Data Guard Redo Transport on separate network.

Hello.  I am configuring DataGuard  redo transport to run on a separate "out of band"  network (WAN).  My primary db is a 2-node RAC db (Exadata 1/4) and the standby is on a separate 2-node RAC DB (Exadata 1/4). 

I followed Doc ID 960510.1 to move redo transport traffic to a separate network/listener.  It's working fine.  However, I need to add the new listener to the Cluster so that it is managed by the cluster (start/stop).  I referred to Doc 1349977.1 for further instructions.  The 2nd (private) network does not have VIP's defined so I tried to first add the 2nd network (srvctl add network,   srvctl start nework) , then I tried to add the 2nd listener (srvctl add listener) and received the following error:
