peoplesoft 8.9 integration with third party using integration broker

Hi,

We are implementing peoplesoft FSCM 8.9 integration with third party using integration broker.

We need to develop more than 15 web services for this project.

The minimum number of peoplesoft environments needed for this implementation(both development and testing)?.

Also what is best strategy to test web service(customized & custom developed ).
