Project and Template Across OUs

Hello Team,

Currently I am in process of configure Oracle Projects module for an operating unit.  This is tied to a ledger which has another operating unit which has Oracle Projects setup. While doing the setup, I did not create any new project organizations and used existing.  I did not enable MOAC control for any of these operating units.

When I am trying to create any project in new operating unit, I am able to see project templates belonged to other operating unit. Same is true for the projects also.

Profiles "PA: Cross Project User -- Update" and "PA: Cross Project User -- View" are set as Yes on responsibility level for the existing as well as new operating unit.
