Consolidate element rules

Can someone help consolidate the element rules?

The HMR looks at a header "X-Nortel-Profile" and then inserts a cic code in the request-uri. The HMR is working, however there are 15 element rules and I would like to consolidate them down to three. I would like to consolidate all the element rules that start with addcicSpoken. The X-Nortel-Profile for all "addcicSpoken" element rules all start with OPRDA. How can I match on OPRDA(any value) in the match-value field?
