Flexfield qualifier LOV is grayed out. Cannot select a qualifier for Any AKFF Segment value in any

Created 9 AKFF value sets.   When I attempt to load a value, I note that the qualifier LOV is grayed out and not selectable.  Need urgent help on what could cause this issue
