ScreenTabs not able to be displayed vertically in OpenUI

ScreenTabs not able to be displayed vertically in OpenUI. We tried the out of the box change of behaviour in Tools>User Preferences>Behaviour>Navigation Control=Tree, but the application wouldn't load properly. We are getting a blank page with just the tool bar visible but which wouldn't respond.

Any other setting changes that needs to done? Please Help.
