R12.1.3 : QOTCMSSM.pll compilation errors

hello,

We've generated a merged patch using the Patch Wizard which contains the latest recommended and consolidated patches for our EBS environment.
While applying the patch it fails while compiling QOTCMSSM.pll. We've continued and installed the patch.

We then tried manually compiling QOTCMSSM.pll using frmcmp_batch, but it still fails.

Current library version:
