serial number 254000138 stuck in IB interface

Hi All,

We have a particular serial number 254000138 stuck in IB interface error with error as 'The source item instance 1316187, in Subinventory FR3LYN-FG, for Organization 1396 in Oracle Install Base does not exist. Please verify that any receipt transations were successful.'

What can be done to resolve this issue? Find attached screenshots for this.
