Supervisors Receiving Emails from an Environment Where Workflow is Turned OFF

Over the weekend, used the Quick Hire P060116 application in our DV environment to load some test employee data. This morning have been forwarded system generated emails sent to (NON HR) users (who were loaded as supervisors) like "Please enter New Hire setup information for the employee listed above. "
We have all workflow versions set to a status of N in the Process Master (P98800) in this (and every lower level) environment.
In separate standalone environment used by the rest of the business (which is synched with employee Address book and Who's Who data from the HR environment), many of these supervisors may be attached to approval routes, and therefore cannot have their email addresses removed or the message indicator turned off.
