Getting "Error!! Could not deliver the output for Delivery channel:null" for all but first delivery

I have a bursting program that consistently sends out the first document delivery (from a query that separates results by 'location') of returned results, but will error  with "Error!! Could not deliver the output for Delivery channel:null" for the second and subsequent results. This is not related to the data returned as it does not matter which 'location' is the first one with data, bursting will only send out the first document and others fail. Any ideas of where to start investigating in this scenario?
