PT 8.54 App Designer Login issue PSACCESSPRFL ENCRYPTION Getting Changed

Post tools upgrade from PT 8.53 to 8.54, Access ID and AccessPSWD encryption of all PT8.54 instances are changing on their own.

Impact: Users are not able to login to App Designer.

Once I update the table manually with the default accessid and accesspswd i.e. sBzLcYlPrag= it works fine. But again after some time the values get changed.

kindly suggest possible solution for this.
