How to set the Country and Language field of an Email Outbound activity created through Workflow?

I have a requirement as described below.

I have a multilingual application which is running in ENU and FRA both. Under a Service Request Screen, whenever I will create an activity and save it, a Dispatch and an automated Email Outbound activity must be created. I have achieved this requirement through workflows which is is invoked from the NewRecord event of Action BC. In ENU, the activities are created along with the Email Outbound activity. The Country and Language field is populated in ENU as well.

But when i try the same scenario in FRA, the Email Outbound activity is created after doing a Query and Go. And secondly County and Language field are populated as blank.
