invoice Freight Match doesn't effect in LCM shipment ??

Dear All I have a big problem in landed cost management module. when the user match freights with LCM shipment by receipt in payables, and run the 2 concurrent progams :

1- Matches Interface Import.

2- Submit Pending Shipments.

this match doesn't effect in the Shipment, it suppose to override the estimated amount on landed cost management module. this case happened in a lot of shipment. Please Help .. Thanks
