Assignment Manager missing request and unable to assign.

Hi,

I am facing an issue in Siebel Assignment component, that in a day it is missing couple of request and failed to assign leads, in that whatever the created by and assign to is same. I have verified the component, initally component is assigned to both app server, to find out i have shutdown on one server and check again, but still some reqeust failed.

Please give some suggestion to find out the roor cause.
