inv_txn_manager_pub.process_transactions - Api not reflect immediatly only after a bounce

Hi All,

We had a typical issue yesterday during golive where API updates were not reflecting base tables (some column values missing) .  The same was updating after the complete bounce of the EBS. Apparently we have bounced 4 times yesterday. We wonder what could be the reason  ?

BaseTable:  mtl_serial_numbers

API: inv_txn_manager_pub.process_transactions

Interface table: mtl_transactions_interface & mtl_serial_numbers_interface.

Are you aware of any known issues with API or any input on this?
