How to add Visibility Type = All to "Relationship Hierarchy Tree Applet Ex"?

How to add Visibility Type = All to "Relationship Hierarchy Tree Applet Ex"? when we drilldown on an Account Name?

Its OOTB functionality and Drilldown Object is not configured.

The reason why we want the visibility Type = All is because - Once on this view the user should be able to drilldown on any Account (even if not on Account Team).

We get the following expected error: You do not have the privileges required to view detailed information for this record. Please contact your systems administrator if you would like access to this record.(SBL-DAT-00309)

We tried to add the Visibility Type at view level. This would cause Siebel to run a null query (with no context/ binding variable) and the result would be first record (sorted by Row Id) of "All Accounts".
