Is the Quarterly Weeks Worked Report R07810 for SUI the same one the R078500 (941 worksheet) needs to run?

The R078500 notes I found in a 941 FAQ say to "Run the Quarterly weeks worked program".  Is that the R07810 that is also used for SUI?

What else does the R07810 do besides update the Z record on the F06136?  Is that how the count of employees gets populated on the R078500 (941 worksheet) also.

Our 941 worksheet does not match the F06136.  So I'm wondering if The R07810 is affecting one or the other.
