R12.2.4 : adop phase=cleanup failing in cloned env

Hi ,

We cloned an environment from  a backup of different environment.   The db backup was taken after  cutover but before cleanup.     In the cloned env, the status is as follows

fin-dev-app-1 , is the old node name.       The new node name is fin-dev-app-2.
