Unable open .JPG files from file system

I have uploaded and .JPG file as an activity attachment. When I click the attachment name Siebel should open download the JPG file but I'm getting error message "Error occured while opening file '<?'> (SBL-UIF-00229). Other type of files, like .BMP, .TXT etc are working fine.

I'm using Siebel Service with IP2013. Client is Chrome browser and I'm testing on development server.
