Can TFA be disabled?

I am a disconnected customer and will never be able to submit trace files collected by this tool.  However, this tool seems to eat up a lot of CPU on my systems doing things that I will never be able to take advantage of since I can not send in trace files.  Can this tool be disabled permanently?  Will this affect any other aspect of my RAC install?  It would be great if I could use this tool somehow to help me diagnose issues.  Is this only valuable to Oracle or can customers use it too to diagnose problems?  If
