FIN 9.2 upgrade - on-line budget check 'not authorized to access component'

(sorry - cross posting not sure how to change group).

My Purchasing tester created a PO in FSUPG1 and budget checked it online with no problem. In the next move to production database, FSUPG2, she created a PO and when she tried to do the online budget check, she gets an error " You are not authorized to access this component".

I checked her roles and permissions and they are exactly the same. has anyone else run into this problem?

Funny thing, checking the button for an online budget check doesn't bring you to a new component, it kicks off a batch process so this is a weird error to see anyway.
