Tax change

We upgraded to R12 last year and did not implement the tax module from scratch and oracle upgraded the 11i tax structure with the minimal functionality. Now we are hearing a tax rate change. What options do we have now?

1. Do we implement the tax module from scratch? How complicated would that be and where can we find a good implementation guide or we should take a course from Oracle university?

2. Can we add a new tax code in our existing setup?

3. Can we change the existing rate though this is not the best thing to do?
