Open UI - BIP Report - Disable 'Report Pane'

OUI Experts, We have a problem!!

In HI mode: User clicks 'Report' toolbar icon, clicks on a report and views the PDF report

In OUI mode: User clicks 'Report' toolbar icon, clicks/selects a report from dropdown menu in 'Report Pane', clicks submit button, clicks notification icon, clicks the report, clicks on the downloaded PDF report

From two clicks to six clicks to view a critical report is going to be a major employee-union issue as their claim approval process requires invoking this report multiple times. Is there even a remote chance in OUI to make a two click event to view the report?
