How to Control Asset Purchase through Cost Centres

I have a scenario to handle Control Asset Purchase through Cost Centre, i have a question can we use standard Accrual Subledger for the same purpose as Encumbrance is not our scenario but for enabling budgetary control we have to enable it, but we need to enable budget control at Cost centre level.
