budgetary control without encumbrance

Hey Experts,

Can budgetary control be used without encumbrance or not, as we don't have a scenario of encumbrance accounting but we need a full budgetary control at cost centre level on our purchasing items i.e assets and services at requisition to payment.

Any workaround for this....
