Is AP and AR a mandatory requirement to implement Cash Management?

We are currently implementing a new ledger for use with GL and Cash Management only.

We are having issues with loading bank statements for the new ledger in cash management as it requires that we have an open AP or AR periods. Can anyone advise if they have managed to implement cash management without AR or AP configured
