Installing patch 14825718 - get error that patch(es) 17303472,  conflict with the patch currently being installed (14825718).  However, 17303472 is not installed so cannot be rolledback. 

Reviewed readme for 17303472 and it requires 14825718 to be installed before applying.  This seems to be a circular loop.

Patch 14825718 is being installed as pre-req for 18186693 per readme instructions.  Overal goal is upgrading EBS 12.2.0 to 12.2.4.  I'm currently on Section 3 of 1594274.1 document having successfully completed database patching.
