Web Instance Restart when synchronizing ini files on web instance

Hi there.

I noticed in tools 9.1.5.2, in Server Manager, when I click the Synchronize Configuration button after making a change to ini files (even jdelog.properties), the web instance restarts.

I don't recall it working this way in 9.1.4.x  releases.

Can you confirm this change?
