Territory user hooks?

Hello,

I'm looking for the right way to apply a business requirement.on a R12.2.4 right upgraded from 11.5.10.2.

I want to let sales territory assignments work on Legal, Bill To site uses (if any geographical qualifiers is mapped on territory)

Example

Customer "CustOne" has 2 sites

site1 where country= 'US' with BILL TO use

site2 where country='UK' with SHIP TO use

Territory1 has country qualifier ='US' with resource  = resA

Territory2 has country qualifier ='UK' with resource  = resB

After running territory assignments request set I do expect to see ONLY resA (as a winner) in "CustOne" sales team.

resB will be overlooked because we don't want SHIP TO sites eligible for Territory assignments..
