BC4J Personalizations in R12.1.3

There is a reference to the BC4J Personalization button on slide 34 and 35 and that it is post R12.1.3.

Does anyone know how to enable this, if its in a particular R12.1.3 update patch or been pulled completely? The slide deck just shows the button present but its not available via Functional Administrator or elsewhere that I can see. MoS documentation seems non existent on this functionality.

I've not found any relevant profile options. Going through previous community threads leads to unanswered questions too.
