Shipment modified from SERVPROV does not trigger Custom Agent Event

Hi,

I have a business requirement where service provider from Servprov domain can mark shipment as preload, I have created a Custom agent event with table mapping to shipment.is_preload, there is a custom agent which listens to this custom event.

But whenever carrier updates shipment, it does not trigger this agent, although the is_preload field in Shipment table is updated.

If I do the same shipment update from parent domain it works fine.

Is it a bug or am I missing something, any help on this is much appreciated.
