Why Remit-to Address is not mandatory on an Invoice entered manually on the Transaction form, but is

Hi,

Can anyone please let me know why Remit-to Address is not mandatory on an Invoice if we entered manually on the Transaction form, but it is required on the Invoice imported through AutoInvoice program.
