Order Creating New Shipment when Status is 545

We have cases where we need to make limited changes to sales orders when they are at status 545.  The freight handling code is a common change that we will need to make at this status.  Currently, the system creates a new shipment which in our case is at status 10.  We need to approve the shipment before the sales order can be picked.  Often our users overlook the fact that a new shipment was generated and this causes delays with our orders being picked.

I understand that changes to sales orders can result in a routing change that would require a new shipment and a routing to be reviewed.  Is there any option that we can set to prevent the system from creating a new shipment once the order is has passed a specific status code?
