Alternate Tax Rate Area Funtionality

Hi Friends

Has anybody implemented alternate tax rate area functionality in 9.1.5 (Update 2). This a new functionality and seems very useful, but we are struggling with some bugs around it. Has anybody using this functionality in Europe or outside ? Is this really working on any production environment without issues? I found very little information on this on knowledge section.
