How to Make Normalization Based On Billing/Payment Term Start/End Dates Rather Than Lease Commenceme

I have checked Doc ID 1988990.1 but there is a condition that payment should not be created in the first lease , which is not the case.

I have leases with payments and i want to change the payment amount starting from Next July without GL Enteries in any older period.
