Web ADI Journals hitting incorrect journal category

We are on 12.1.3 and have come across a strange situation today. We have two web ADI templates for loading actual journals against two journal categories - Accrual and Allocation. These categories are at the context of the template, so user cannot update. One user uploaded one journal each using these two templates at almost the same time. Both the journals were created with Allocation journal category. This has happened for at least 70-80 times in the last few days but we are unable to replicate the issue at will. Is anyone aware of similar issue please?
