About burst-rate-window and max-inbound-burst-rate

Hi guys,

About max-burst-rate and burst-rate-window in a session-agent, is it mandatory to configure a burst-rate-window to make max-inbound-burst-rate to be applied? I'd like to know how to  limit the max-inbound-burst-rate in calls per second. It is not really clear in the documentation if burst-rate-window has to be configured, to 1 second in this case, to make the inbound rate to be working properly or, otherwise, it should be working fine just configuring some value in max-inbound-burst-rate parameter.
