Is it possible to have independent payables close pointing to same ledger

We have a requirement to setup Oracle Payables Modules on two operating units where both OUs are pointing to same ledger. One of the limitation with this design is if Payables in closed in one Operating unit; system try to automatically close all other Payables OUs pointing to same ledger. Can someone please confirm for Payables to have independent open/close, it should always need to be setup on a separate ledger. If there is another option let me know.
