Is it necessary to Prepare Siebel Workflow Processes for Upgrade when performing an IRM upgrade?

We are upgrading from Siebel 8.1.1.11 (IP 2013) to 8.1.1.14 (IP 2014).  We understand that we only need to perform the following:

1) Maintenance release installation - This is to upgrade our Siebel software to IP2014

2) Incremental Repository Merge - This is to follow ONLY Chapter 13 (IRM) of Bookshelf

However, there is no reference to deactivating workflows in Chapter 13.  During our last full-upgrade, we had to deactivate all workflows before starting the upgrade.

Do we need to follow Preparing Siebel Workflow Processes for Upgrade (p107) to deactivate all workflow processes before running the running upgrep?
