JRE 8 client not able to open ebs forms

We are using EBS version 12.1.3

The user has windows desktop jre in version 8 1.8.0_31.b13

When the user click on the link trying to open the form, they accepted the risk. But then nothing happens and nothing showed up.

Is this mean that the jre 1.8.0_31 is not compatible with this EBS version yet. We have not upgraded the jdk from the server side. Gurus, please advise. Thank you.
