Any API to identify Manual Modifiers for Customer/Item Combination.

Hi Team

We are implementing a price request service to send net price of an item to our Web Application where consumers would place orders for our products. As part of the net price calculation, we need to pass manual modifiers to the Price request service. We would like to know if there is any API or a Process that would help us identify all the manual modifiers for a given Customer / Item combination.
