How can I make my portal be greeted by the welcome page?

When I open my Portal I was greeted by the login page but when I open the Portal Builder I was greeted by the welcome page. How can I make my portal be greeted by the welcome page? I am using WCP 11.1.1.1.8 (Build 141219.1406) Thanks,
