Spot bid Tolerance not applied when 1st awarded carrier decline and tender sent to 2nd bidder

Hi All,

I am facing issue here in spot tendering process. The scenario is as below

Shipment Total Cost is 100, Spot market tender is sent out to Carriers A and B.

Spot market tolerance is set to 10%

Bid response from A: 110

Bid response from B: 350

After bidding process ends, modified tender is sent to A, which they decline.

And auto tender is after that sent to B, whose bid is way higher than Tolerance.

Any suggestions why this is happening.
