Credential Maps - admin rights to accounts starting with PUBLIC/

For some reason the credential mapped to 'admin' in UCM is not able to upload documents to the Space.

wcadmin,                   admin

This should give me admin rights to all accounts right? - and the admin page confirms (although I don't know why #none is here too)
