E900_TR9.1.2.1 can apply row security on F4801

hi, my user asked if JDE can allow this :

Is there a way to block only Production users from changing WorkOrder status that is 96 and above. Super users has no restriction. This is to prevent Production users changing status 99 back to 92 or 95

I was thinking to create exclusive row security as below :

F801 SRSR 96 99 Y N Y Y  ;  N for change

can it work ?
