Req is in 'complete' sourcing status but PO is not created

Dear Team,

The Requisition status is Approved, but the requisition sourcing status is Complete, although there is no PO for it.

If the PO had been closed manually then the requisition status would be complete and not just the sourcing status.
Please can let us know why the sourcing has been completed but no PO has been created?
