Is a Full Build necessary if all we are doing is changing the Row Description and Column Title on a

We are going to change a Data Dictionary Item’s (Alias PRP7) Row Description and Column Title.

Is it true that we need to do a Full Build for the change to take effect?  Is there any other way to do this?...for example if we just do an update build on the app (P4101) where the changed description is expected, will that work?
