LAST_UPDATED_BY corrupt in PA_EXPENDITURE_ITEMS

For Miscellaneous and Usage transactions.  We just noticed this.  Haven't determined how long it has been occurring.  We are on R12.1.3 and our latest PA rollup was  Patchset/RUP: 14162290 (R12.PJ_PF.B.DELTA.5) Projects Upd Pack 5 for 12.1.

A search of MOS didn't find anything so I have opened an SR on the issue but was wondering if anyone else has encountered this issue.
