remove database target from agent

Cleaning up targets on 12.1.0.2.  Yes I know I need to upgrade, but for the present I am requested to clean up some targets.  Every time I try to remove this DB target, from either the agent screen, or the server Related Targets screen, it "appears" to work, as in no visible errors, but the target remains.

Any suggestions?
