How to Create a Fill Rate Report

Client is running JDE E-1 9.0 Sales Order Management and Transportation Management, and also has Reports Now.  They're looking for tips on how to create a Fill Rate report.  The splitting of the F4211 records for backorders and cancelled quantities makes writing this report difficult.  Can we somehow use the F42199 - SO Detail Ledger to overcome this problem?  Or are there other tables that might be helpful in this pursuit?  Any tips/tricks on how to create a Fill Rate report would be most appreciated!
